Overnight single-lane closures on SR 104, NE 185th St. and 35th Avenue NE will continue from 9 p.m. to 5 a.m. nightly Sunday night through Friday morning through August 2025 for fish barrier removal work.
Starting Tuesday morning, Sept. 2, all lanes on SR 104 will close near 35th Avenue NE for 35 days for removal of a culvert that runs beneath SR 104 and installation of a new, larger structure. Streambed and habitat improvements also are planned on SR 104 where it passes beneath the state highway.
Project overview
This project will remove a fish passage barrier on State Route 104 at Lyon Creek just west of 35th Avenue Northeast in Lake Forest Park. Contractor crews working for WSDOT will upgrade an existing 6-foot by 4-foot box culvert with a 24-foot-wide structure. This new structure has the potential to open over 7.5 miles of habitat for Chinook, coho, steelhead, sockeye, sea-run cutthroat and resident trout.
What to expect
Construction on the SR 104 Lyon Creek fish passage project began in July 2025. It is projected to be fully complete in late fall 2025.
Travelers can expect a 35-day closure of Ballinger Way Northeast at 35th Avenue Northeast starting as early as Sept. 2, 2025, for removal of the old culvert and construction of the new structure. During the five-week closure, a detour will be in place for east and west Ballinger Way Northeast travelers. The vehicle detour will use 35th Avenue Northeast and Northeast 195th Street. Local access on SR 104/Ballinger Way will be maintained as far east as project work zone, which will be located just west of 35th Avenue Northeast.
Bicycle and pedestrians will follow a signed detour using 35th Avenue Northeast and Northeast 190th Street during the 35-day closure on SR 104/Ballinger Way NE.
There is also expected to be a full closure of Northeast 185th Street for soil remediation for roughly five consecutive days and an overnight closure of 35th Avenue Northeast for relocating a sewer pipe. The closure on 35th Avenue Northeast is scheduled to happen from 9 p.m. Wednesday, Aug. 13, until 5 a.m. Thursday morning, Aug. 14. The multi-night closure on Northeast 185th Street is scheduled to begin as early as Sunday, Aug. 27. A signed detour will be available during both local road closures, and local access will be maintained each night.
Jackhammering and other overnight construction noise will continue through August. Crews have placed noise-abatement panels to absorb construction noise during the overnight hours.
Contractor crews will work 24 hours a day during the 35-day closure of SR 104 that begins as early as Sept. 2, 2025.
This project will improve fish passage under SR 104 west of 35th Avenue Northeast in Lake Forest Park.
