Purpose

The online open house for this pre-design is now available through Wednesday, August 20.

In a pre-design, the goal is to complete early design work and get local feedback. WSDOT works with the community and tribal governments on the proposed changes. This helps create a baseline scope and cost estimate. The project is then given to a WSDOT design office.

A roundabout is planned at the intersection of State Route 3 and Division Avenue/West Pleasant Avenue in Kitsap County.

Target Zero is the Washington State Department of Transportation’s safety improvement program. It aims to reduce serious and fatal crashes on state highways. The program focuses on two aspects: crash reduction and crash prevention.

Studies show that roundabouts are safer than traditional traffic signals or stop signs. They accommodate vehicles of various sizes. This includes emergency vehicles, buses, bicycles, semi-trucks with trailers, and farm and logging equipment.

WSDOT routinely reviews rural area intersections on state highways.  We look for locations that are at the highest risk for severe crashes.  Once we identify those intersections, WSDOT develops a plan to reduce crash potential.
