WSDOT is currently collecting data and beginning to develop alternative alignments for Peabody Creek in downtown Port Angeles. During the pre-design, WSDOT will work with Tribal nations and local agencies to review these alternatives. In early 2026, WSDOT will engage the community to receive feedback on each alternative. This feedback will help identify a preferred alternative that will move into the design phase.
Purpose
Peabody Creek runs through downtown Port Angeles under Lincoln Street between First Street (US 101) and the outlet near the city pier. This culvert prevents salmon from accessing valuable habitat upstream. During the pre-design, WSDOT will look at alternatives to the creek's alignment.
The Washington State Department of Transportation corrects fish barriers on state highways. WSDOT has corrected hundreds of barriers since the creation of the fish passage program in 1991. The program aims to help salmon recovery and follow state laws. The program has restored access to over a thousand miles of fish habitat. WSDOT is also working under a 2013 federal court injunction. This requires the state to correct barrier culverts to fish within the injunction area in western Washington.
Removing this barrier has the potential to provide habitat for Coho Salmon, Chinook Salmon, Chum, Pink Salmon, Steelhead, Resident Trout, Sea Run Cutthroat Trout and Bull Trout.
