Purpose

State Route 99 (SR 99) in the city of Lynnwood and unincorporated Snohomish County is a heavily traveled corridor that serves as a major north-south alternative to Interstate 5 (I-5), and links Lynnwood, Everett and other growing communities in Snohomish County. The area lacks safe crossings, sidewalks, pathways for biking, and other pedestrian and transit safety elements in multiple locations making it difficult for travelers walking, biking, rolling and accessing transit through the corridor.

The purpose of the SR 99 Lynnwood and Unincorporated Snohomish County Pre-design Study is to identify long- and near-term improvements that meet Complete Streets requirements, develop concepts that would provide safe and convenient connections for travelers walking and biking, improve access to transit on SR 99 via walking, rolling and biking, and increase the safety and mobility for all modes of transportation through the corridor. 

This study is focused on identifying Complete Streets improvements that can be implemented with maintenance, safety and capacity investments. The study will be conducted along SR 99 between 212th Street Southwest and Airport Road in Lynnwood and unincorporated Snohomish County. 

The SR 99 Targeted Corridor Study will study the stretch of roadway through unincorporated Snohomish County between 212th Street Southwest to Airport Road.

The study is needed to make it safer and less stressful for people walking and biking, identify pedestrian and bicycle improvements for the corridor, improve mobility and connectivity for all modes of transportation and identify the vision for the corridor.

Study process

The study will:

  • Review existing and future conditions along the SR 99 corridor.
  • Develop a purpose and need identifying the concerns the study will be assessing.
  • Engage and seek feedback from agency partners, the community and interested parties.
  • Develop criteria to evaluate how well improvement concepts and corridor alternatives meet the identified needs.
  • Develop and evaluate improvement concepts and corridor alternatives.
  • Select study recommendation. 

Feedback from the agency partners, community and interested parties is a crucial part of the study process as it ensures that the recommendations developed meet the needs and preferences of the community.

Community engagement

Community engagement is planned throughout the study. Based on current community feedback, we are considering various improvement concepts and options. More information can be found in these flyers.
